TECHNICAL/LEGISLATIVE
Until the late 1980s most legislation effecting Powered Two Wheelers (PTWs) was generated at Westminster and consultation was between industry and government direct. As the responsibility for more and more legislation passed to the European Union (leading to the formation of the “Single European Market” in 1992) the focus of consultation moved to Brussels.
Legislation applying to PTWs covers a range of aspects:
- construction
- use
- insurance
- sale and marketing
While the MCI is involved in all aspects, it is the technical regulations, dealing with the construction and use of motorcycles, that companies marketing PTWs find they can best address by working together. Hence the need for a technical function as a core activity of the MCI.
Today, a key role of MCI is to represent the interests of the UK market when Association of European Motorcycle Constructers (ACEM) is forming a policy on a particular topic. The policy agreed will inevitably be a compromise of the various national (and other members) views. ACEM will then present that policy to the EU institutions, while the MCI and other national associations will seek to persuade their national governments that they should support the ACEM policy.
